Comprising a platform main body, and a collecting system, a high-pressure water jet treatment system and a photolysis system are arranged on the platform main body; wherein the collecting system comprises an annular seat, and the annular seat is mounted at the bottom of the platform main body; liquid leakage holes which are uniformly distributed are formed in the bottom and the circumferential outer wall of the collecting chamber; the bottom of the power impeller is fixed to the circumferential outer wall of the top of the collecting chamber, and the top of the power impeller is fixed to the bottom of the annular base. By arranging the collecting system and the hopper-shaped suction seat, the hopper-shaped suction seat can be always kept at the liquid level based on the buoyancy of the air bag floater, water and floating plastic are sucked into the annular seat through the elastic corrugated pipe and the liquid suction pipe based on work of the pump body and then flow into the collecting chamber, the water is discharged through the liquid leakage hole, and the plastic is reserved in the collecting chamber; and the collection purpose is achieved.
