The invention discloses an axis control device, a coordinate measuring device and a measuring method, and relates to the technical field of bridge construction. The axis control device is used for assisting in assembling a guide beam and a plurality of steel beam sections; each steel beam section is provided with four top surface edge mounting points after being processed; the axis control device comprises a prism head used for being matched with a reference control point of an external total station positioning guide beam, a laser instrument used for locking a linear axis through the reference control point and a scribed line stroke rod used for being vertically inserted into the control point, and the scribed line stroke rod is provided with scale marks. The laser instrument is sleeved on the scribing stroke rod in an up-down sliding manner; the prism head is arranged at the top end of the scribing stroke rod; and the top surface edge mounting points of the steel beam sections all fall on a linear axis. According to the axis control device and the coordinate measuring device, beam adjusting work can be completed rapidly, accurately and efficiently, and technical guarantee is provided for overall rapid incremental launching construction.
