The invention relates to an early-strength and high-toughness grouting material and a preparation method thereof. The grouting material comprises a component A and a component B, the component A comprises the following components in parts by weight: 90-95 parts of a polymer monomer, 5-10 parts of a cross-linking agent and 135-142.5 parts of water; the component B comprises 70-90 parts of sulphoaluminate cement, 10-30 parts of an admixture, 0.2-2 parts of a foaming agent, 0.5-2 parts of an initiator and 110 parts of water; the mass ratio of the component A to the component B is 3: 50. The grouting material provided by the invention has the advantages of early strength, high toughness, good volume stability, strong erosion resistance, low price and the like, and can realize efficient treatment of coastal karst area roadbed void diseases.
