The invention discloses a harmless combined treatment method for industrial aluminum ash, phosphogypsum and carbon dioxide, which comprises the following steps: S1, putting secondary aluminum ash into a sodium hydroxide aqueous solution, collecting tail gas, and filtering; s2, slowly introducing CO2 gas into the filtrate in the S1, and washing and filtering for three times to obtain filter residue aluminum hydroxide; s3, adding ardealite into a mixed solution of filtrates washed for the second time and filtrates washed for the third time in the step S2, stirring for reaction, washing and filtering, and evaporating and crystallizing the filtrates to obtain sodium sulfate; s4, calcining the filter residues in the step S3, and introducing generated gas into the step S2; s5, carrying out mixed reaction on the calcined solid and the tail gas collected in the S1, and collecting the reacted tail gas again and introducing the tail gas into the step S4; and S6, reacting the solid substance in the step S5 with the first washing filtrate in the step S2, washing and filtering, returning the filtrate to the step S1, and repeating the step S4 on the filter residue.
