The invention relates to a thermal insulation composite integrated plate for a building outer wall, which comprises a surface plate with a hollow cavity and thermal insulation cotton positioned in the hollow cavity, the surface plate is formed by welding or bonding a back plate and a panel, and a reinforcing rib assembly for connecting and reinforcing the back plate and the panel and a connecting assembly are arranged in the hollow cavity. The reinforcing rib assembly comprises a reinforcing cylinder which is arranged on the bottom wall of the back plate and penetrates through the heat preservation cotton, and one end of the reinforcing cylinder is communicated with the outside of the back plate and used for being connected with an external negative pressure device. According to the composite integrated plate, the heat preservation cotton is stored and compressed in the welding process of the back plate and the face plate, the composite film is arranged on the surface of the heat preservation cotton, and the negative pressure source is connected to the opening of the reinforcing cylinder and used for reducing resilience of the heat preservation cotton, so that welding of the back plate and the face plate is facilitated, and the heat preservation cotton is prevented from being damaged by high temperature at the welding position; and the bonding plates are bonded with the panel in a post-glue-injection mode, so that each bonding plate is tightly bonded with the panel, and the phenomenon that the whole composite bonding position is uneven is avoided.
