The invention relates to a method for producing a cement retarder by autoclaving titanium gypsum, which comprises the following steps: stirring and mixing titanium gypsum and a crystal modifier in proportion, spheroidizing, and autoclaving to obtain the cement retarder. The invention relates to equipment for producing a cement retarder by autoclaving titanium gypsum. The equipment comprises a batching device, a balling device, an autoclave and a scattering and unloading station, a discharging hole of the batching device is connected with a feeding hole of the balling device; a circulating conveying line is arranged at a discharge port of the balling device, and a still kettle and a scattering unloading station are sequentially arranged along the circulating conveying line. The titanium gypsum and the crystal modifier are stirred and mixed and then autoclaved, so that the titanium gypsum is subjected to crystal transformation, the quality of the titanium gypsum cement retarder is improved, and the obtained titanium gypsum cement retarder has an obvious coagulation regulating effect on cement and also has an effect of enhancing the strength of the cement.
