The invention relates to a preparation process of a low-temperature polycarboxylic acid high-performance water reducing agent, which comprises the following steps: adding unsaturated polyether, a modified monomer and a molecular weight regulator into deionized water under a stirring condition, and dissolving to obtain a base solution; dropwise adding part of the acrylic acid aqueous solution into the base solution, then adding an initiator, stirring and reacting, and dropwise adding the rest acrylic acid aqueous solution to obtain a reaction solution; keeping the temperature of the reaction solution, and then adjusting the pH value to be neutral to obtain the polycarboxylic acid high-performance water reducing agent. The polycarboxylic acid high-performance water reducing agent is prepared from the following components in parts by mass: 32 to 40 parts of unsaturated polyether, 1.5 to 3.5 parts of acrylic acid, 14.6 to 18.5 parts of a modified monomer, 0.4 to 0.55 part of an initiator and 0.06 to 0.12 part of a molecular weight regulator, the molecular weight regulator comprises one of mercaptoacetic acid, mercaptopropionic acid and mercaptoethanol; the initiator comprises an oxidizing agent, a low-temperature catalyst and a reducing agent. The polycarboxylic acid high-performance water reducing agent has the effect of improving the stability, the water reducing performance and the mud resistance of a polycarboxylic acid high-performance water reducing agent product.
