The invention discloses a cement-based capillary crystalline waterproof agent and a waterproof material. The cement-based capillary crystalline waterproof agent comprises a complexing agent, an active silicon auxiliary agent, a waterproof auxiliary agent and a calcium ion compensating agent, wherein the mass ratio of the complexing agent to the active silicon additive to the waterproof additive to the calcium ion compensating agent is (0.75-3): (0.25-1): (0.25-1): (0.25-1). The waterproof agent disclosed by the invention has the characteristics of being permanent, strong in permeability and capable of improving the concrete density and preventing steel bars in the concrete from being corroded; specifically, the number of insoluble crystals in the concrete is increased through interaction of all the components of the waterproof agent, then the density of the concrete is increased, the impermeability of the concrete is improved, and meanwhile steel bars in the concrete are prevented from being corroded. In addition, when the complexing agent carries Ca < 2 + >, the complexing agent does not consume the complexing agent, so that the waterproofing agent is permanent.
