The invention provides a rotary penetration steel pipe pile and a construction method thereof, in which the rotary penetration steel pipe pile is piled in a manner that the front end of the pile does not reach a supporting layer and is arranged in an intermediate layer, the supporting force can be fully exerted, and the cost can be reduced. The rotary penetration steel pipe pile (1) is arranged in the middle layer in a piling manner without enabling the pile front end to reach the supporting layer, and is provided with the lowest-level wing (3) which is arranged near the pile front end and is roughly spiral in a single circle, and the upper-level wing (5) which is arranged above the lowest-level wing (3) in a multi-level manner and is arranged at a constant interval in the range of 1.25-7.5 times of the wing diameter in a single circle. The outer diameter of the lowermost wing (3) is larger than the outer diameter of the upper wing (5) and set to 1.5-3 times the pile diameter, the outer diameter of the upper wing (5) is smaller than the outer diameter of the lowermost wing (3) and set to 1.6 times or less the pile diameter, and the pitch of the upper wing (5) is set to be the same as the pitch of the lowermost wing (3).
