The invention relates to a channel wave dissipation device with a self-adaptive water level and a design method. The channel wave dissipation device comprises a rectangular frame floating in channel water in a semi-submersible mode, the width of the rectangular frame is matched with the water passing width of a water channel, and the rectangular frame is provided with a facility for restraining the rectangular frame from being washed away by water flow; a wave suppression facility combination is arranged on the frame in the water flow direction, the wave suppression facility combination comprises at least one blade plate rotary drum and at least one hollow horizontal wave suppression plate, the blade plate rotary drum comprises a hollow cylindrical drum body capable of rotating, and blade plates are evenly distributed on the outer circle face of the cylindrical drum body along the circumference.
