The invention discloses a green low-carbon energy-saving building which comprises at least one set of solar power generation system, a brush rod is attached to each photovoltaic panel, and a first connecting rod is arranged at the top of each brush rod; at least one water collecting tank; a green plant pool; the frame body comprises a first rod body and a second rod body which are oppositely arranged; the two ends of the screw rod are rotationally connected with the first rod body and the second rod body respectively; the two ends of the guide rod are fixedly connected with the first rod body and the second rod body respectively; the moving rod is fixed on the nut seat; the first spraying cylinder is fixed on the moving rod; one end of each second connecting rod is connected with the moving rod, and the other end of each second connecting rod is connected with the corresponding first connecting rod; one end of the connecting pipe is communicated with at least one water collecting tank, and the other end is communicated with the moving rod. According to the invention, cleaning of the photovoltaic panel and uniform water spraying of the green plant pool can be realized at the same time, so that the cost can be saved.
