A bolting and grouting integrated grouting hole packer comprises an outer expansion pipe, a grouting pipe and an inner expansion pipe, and the two ends of the grouting pipe and the two ends of the inner expansion pipe are installed in the outer expansion pipe through limiting supporting pieces. The two ends of the outer side of the outer expansion pipe lock the corresponding limiting supporting pieces through locking buckles, and grout in the grouting pipe can enter the position between the outer expansion pipe and the inner expansion pipe and extrude and expand the outer expansion pipe and the inner expansion pipe. The two ends of the inner expansion pipe are fastened and sealed through the limiting supporting pieces, the limiting supporting pieces at the two ends and the locking buckles are fixed so that impact of follow-up slurry in the high-pressure environment can be prevented, and then the inner expansion pipe and the outer expansion pipe are prevented from expanding towards the two sides; the anchor cable is arranged in the inner expansion pipe, the anchor cable and grouting are integrated, the anchor cable can play a role of a framework and can also play a role of grouting, occupied space is saved, grouting efficiency is improved, and the problem that in the prior art, grouting is conducted after the anchor cable is arranged, and construction efficiency is low is solved.
