The invention discloses a bridge cable sheath and a hydrophobic electrothermal anti-icing/deicing system, the bridge cable sheath comprises a sheath body, and the sheath body is covered with a hydrophobic electrothermal film. Due to the existence of the micro-nano structure bulges on the hydrophobic surface, the solid-liquid contact surfaces are spaced, and the actual contact area between the liquid drops and the film is greatly reduced, so that the energy required for separating and evaporating the liquid drops from the surface of the hydrophobic electrothermal film is greatly reduced under the matched heating condition, the formation of icing can be effectively prevented, and the icing can be accelerated to fall off; and the electric energy loss is reduced.
