The invention provides a deicing and heating device for a bridge stay cable and an intermittent heating and deicing method, and relates to the field of bridge maintenance, the device comprises a control box and a heating module, the heating module comprises a graphene composite electrothermal film arranged in a stay cable protection sleeve and covering and wrapping the surface of the stay cable; the icing monitoring module is used for monitoring whether the stay cable is iced or not; the temperature sensor is used for monitoring internal and external temperatures of the stay cable sheath; the master controller is configured to control the graphene composite electrothermal film to be electrified and heated when the icing monitoring module monitors that the stay cable is iced; and the processor is configured to calculate the heating duration of the graphene composite electrothermal film according to the temperature detected by the temperature sensor. The graphene composite electrothermal film can uniformly radiate and release to the outside in a plane mode after being electrified and heated, the energy utilization rate can be greatly improved, energy consumption is effectively reduced, icing state monitoring, intelligent control and partitioned deicing are integrated, and efficient deicing can be achieved.
