The invention discloses an inhaul cable anchoring device for a cable-stayed bridge and a tensioning construction method. The anchoring device comprises a first anchoring seat and a second anchoring seat which are formed in a split structure, and inhaul cable penetrating holes are formed in the first anchoring seat and the second anchoring seat respectively. The first anchoring base and the second anchoring base are fixedly connected to the opposite tower walls in the hollow cable bent tower. At least one pull rod assembly is connected between the first anchoring base and the second anchoring base, and the pull rod assembly exerts horizontal pull force on the first anchoring base and the second anchoring base which are fixed to the opposite tower walls of the hollow cable bent tower. The size of the forming structure is greatly reduced, the weight is greatly reduced, and due to the fact that the problem of steel corbel bearing does not exist, the technical requirement for assembly precision is low, the technical difficulty of installation is small, and the technical requirement for the internal size of the cable bent tower is small.
