During use, the device is moved to the position where a hole is drilled through a moving wheel set, and then a first adjusting motor is started to drive a first adjusting screw to rotate; the position is judged to be adjusted in place through a photoelectric sensor array, then a mover is started to drive an air cylinder to move to the position where a corresponding photoelectric sensor is located, and the air cylinder is started to drive a positioning rod to move downwards to make contact with the drill hole for positioning; a crane adjusts the reinforcement cage to the position above a base, a second adjusting motor is started to drive a second adjusting screw rod to rotate, so that two clamping plates are driven to get close to each other to limit the reinforcement cage, then a pushing air cylinder is started to drive a pushing plate to move to drive the reinforcement cage to be aligned with a drilled hole, and then the crane is started to lower the reinforcement cage to complete assembly of the reinforcement cage. Therefore, the working efficiency is improved.
