The invention provides an intelligent engine hood unlocking system and method and a vehicle, and the system is arranged outside a vehicle body and comprises an emergency unlocking assembly and a first inhaul cable. The emergency unlocking assembly comprises a lock cylinder assembly, a pull ring and a support, the support is fixed to a vehicle body, the lock cylinder assembly is fixed to the support and comprises a lock cylinder and a lock catch, and the pull ring is locked by the lock catch. One end of the first inhaul cable is connected with the pull ring, and the other end is connected with the primary unlocking assembly; the lock cylinder is rotated through a key to open the lock catch and unlock the pull ring, the unlocked pull ring is pulled, operation force is transmitted to the first-stage unlocking assembly through the first inhaul cable, and first-stage unlocking of the engine hood is controlled.
