The invention provides a cleaning and sweeping vehicle control system and method. The cleaning and sweeping vehicle control system comprises a cleaning and sweeping vehicle, and an image collector, a cleaning and sweeping device, a processor and a controller which are mounted on the cleaning and sweeping vehicle, the image collector is used for collecting an image of a road surface below the cleaning and sweeping vehicle; the processor is used for identifying a garbage distribution area, garbage types, garbage quantity, garbage size and a road surface pollution area from the road surface image, determining cleaning and sweeping intensity according to the garbage types, the garbage quantity, the garbage size and the road surface pollution area, and determining a cleaning and sweeping direction according to the garbage distribution area; and the controller is used for controlling the cleaning and sweeping device to clean and sweep the road surface below the cleaning and sweeping vehicle according to the cleaning and sweeping strength and the cleaning and sweeping direction. According to the invention, high efficiency and energy conservation can be realized while the cleanliness of the road surface is ensured.
