The invention discloses an activation method of regenerated micro-powder, which specifically comprises the following steps: sequentially carrying out mechanical activation, thermal activation and chemical activation on waste concrete to obtain regenerated micro-powder; the gel activity of the activated regenerated micro-powder is greatly improved, and the regenerated micro-powder has the capability of being used as a supplementary gel material. The invention also discloses an application of the regenerated micro powder prepared by the method as an auxiliary cementing material in a cement-based grouting material. Specifically, the reinforcing steel bar sleeve grouting material is prepared from the following components in parts by mass: 40-90 parts of cement, 10-60 parts of regenerated micro powder, 100 parts of natural sand, 0.7 part of a water reducing agent, 0.1 part of a defoaming agent, 0.05 part of an expanding agent and 20-22 parts of water.
