The invention provides fluorescent ceramic, a preparation method thereof and a luminescent device. The fluorescent ceramic comprises a fluorescent ceramic substrate, the fluorescent ceramic substrate is provided with a light-in surface, a light-out surface and a side surface, the light-in surface and the light-out surface are oppositely arranged, the side surface is located between the light-in surface and the light-out surface, and the light-out surface and at least part of the side surface are provided with corrosion texture structures formed through corrosion. The light is greatly scattered under the action of the corrosion texture structures on the light-emitting surface and the side surface, and is finally compounded to form more homogeneous white light to be emitted, so that the problem of'yellow edge effect 'can be obviously improved.
