A fixing plate connected to the pool wall of the water collecting pool through a rope is arranged above the water collecting pool, a photovoltaic panel and a heat dissipation assembly are arranged above the fixing plate, the photovoltaic panel is connected into the heat dissipation assembly in a sealed mode, the heat dissipation assembly can pump out water in the water collecting pool, the photovoltaic panel is subjected to heat dissipation through the water, and then the water flows back into the water collecting pool.
