The invention provides a power transmission line offline hard ladder, which comprises a hook hooked on a vertical plate of a cross arm angle steel; the locking assembly is connected with the hook, the locking assembly comprises a mounting seat and a locking hook part which can move relative to the mounting seat, the locking hook part is provided with a locking position which abuts against and is matched with a transverse plate of the cross arm angle steel and an unlocking position which is separated from the transverse plate, and an included angle is formed between the transverse plate and the vertical plate; the operation assembly is arranged on the locking assembly, the operation assembly is provided with a limiting position and an avoiding position, when the operation assembly is located at the limiting position, the lock hook part can be kept at the locking position, and when the operation assembly is located at the avoiding position, the lock hook part can move to the unlocking position from the locking position; and the climbing assembly is connected with the mounting base and extends in the vertical direction. According to the technical scheme, the problem that in the prior art, connection between the crawling ladder and the cross arm is not stable is effectively solved.
