The invention relates to a building energy-saving heat preservation wall which comprises a wall body and a floor, a wall face phase change layer and a ground phase change layer which are filled with phase change materials are arranged in the wall body and the floor respectively, a wall inside and outside heat exchange layer and a ground heat exchange layer are arranged on the two sides of the phase change layer, and a heat pipe network where heat conduction liquid flows is arranged between the phase change layer and the heat exchange layer. Heat release and heat absorption control assemblies driven by temperature are arranged at key nodes of the heat pipe network, the flow direction of heat conduction liquid can be automatically adjusted according to indoor and outdoor temperature changes, self-adaptive control over the heat storage and release process of the wall is achieved, and an out-wall heat exchange layer communicated with the phase change layer is further arranged on the outer side of the wall and used for absorbing solar radiation heat. A heat recovery pipe and an evaporation ring which are coupled with the phase change layer are further arranged in the wall body and used for recovering indoor exhaust heat, the heat storage and release performance of all the components is synergistically enhanced, the heat preservation and insulation performance and the heat comfort of the wall body are improved, and building energy consumption is reduced.
