The preparation method comprises the following steps: (1) dispersing nano bismuth oxide into an aqueous solution to obtain nano bismuth oxide dispersion liquid; and (2) cement and an aqueous solution are stirred to obtain cement slurry, then the cement slurry and the nano bismuth oxide dispersion liquid are mixed and stirred, and the nano bismuth oxide composite cement-based cementing material is obtained, so that the mechanical property and durability of the cement-based material are improved, and the cement-based material is endowed with a purification effect.
