The invention discloses a carbonized steel slag-nickel slag composite mineral admixture which comprises the following raw materials: 42-64 parts of carbonized steel slag, 16-20 parts of carbonized nickel slag, 10-30 parts of superfine fly ash and 10-25 parts of silica fume. The carbonized steel slag and the carbonized nickel slag are respectively formed by carbonizing steel slag or nickel slag, a carbonization additive and water, and the additive comprises redispersible latex powder and sodium bicarbonate in a weight ratio of 1: (2-4). The carbonized steel slag-nickel slag mineral admixture is small in particle size and large in specific surface area, the 7d activity index reaches 100-111%, the 28d activity index reaches 93-101%, the activity index of the carbonized steel slag-nickel slag mineral admixture is effectively improved, the production cost can be reduced while industrial metallurgical solid waste is consumed, and the effects of energy conservation and emission reduction are achieved.
