The invention discloses roller compacted concrete with low temperature rise, low elastic modulus and high ultimate tensile value, which is prepared from the following components in parts by mass: 60 to 150 parts of low-heat Portland cement, 60 to 110 parts of natural pozzolanic powder, 1100 to 1800 parts of low-elastic modulus coarse aggregate, 600 to 1000 parts of common fine aggregate, 1 to 1.7 parts of naphthalene-based high-efficiency water reducing agent, 0.05 to 0.2 part of high-efficiency air entraining agent, 0.8 to 2.3 parts of shrinkage compensating agent and 80 to 100 parts of water. The invention also discloses a preparation method of the roller compacted concrete. According to the roller compacted concrete with low temperature rise, low elastic modulus and high ultimate tensile value and the preparation method thereof, the problem that the technical indexes of the existing roller compacted concrete are difficult to meet the requirements of damming in high-cold and high-altitude areas on the roller compacted concrete is solved.
