The method comprises the steps that surveying and setting out are conducted in a construction area, and all to-be-poured pile positions are determined; water injection is conducted on each pile position, and a wet soil body area is formed; performing rotary excavating in each wet soil body area by using a drilling machine to form a guide hole; a cylindrical pile mold attached to the side wall of each guide hole is placed in the guide hole; a plurality of connecting holes are formed in the side wall of the cylindrical pile mold; and a fixing structure used for fixing the photovoltaic support stand column is installed in each cylindrical pile mold, and concrete is poured into each cylindrical pile mold to form a cast-in-place concrete pile. The construction method is used for construction of the desertification sand stratum cast-in-place concrete pile.
