Each water inlet channel at least comprises two associated inclined vertical channels, lower openings of the two associated vertical channels are close to each other or communicated with each other, upper openings of the two associated vertical channels are far away from each other, and water flows out of the two associated vertical channels to perform hedging energy dissipation; a flip bucket is arranged on the top surface of the downward flowing end of the block body; an inserting block protruding outwards is arranged on the end face of the downward flowing end of the block body, and the water outlet is formed in the inserting block; an inserting groove matched with the inserting block is formed in the end face of the upstream end of the block body, and the water inlet is formed in the inserting groove; the precast block has the advantages that rainwater and dam overtopping water flow overflow the precast block, part of the water flow forms step-by-step falling flow, the water flow speed and kinetic energy are reduced, and scouring of the water flow to the slope protection is relieved; part of water flow is guided into the empty bag through the dam face water inlet channel, energy dissipation is conducted in the empty bag in multiple modes, then the water flow is guided to the downstream of the dam from the middles of the precast blocks, scouring of the water flow to the precast blocks is reduced, and therefore the safety of the dam is guaranteed.
