Comprising square steel columns, a top plate, a bottom plate, stiffening plates, steel strands and mild steel energy dissipation devices. The top plate is vertically and fixedly connected with the square steel column; the stiffening plates are distributed on the periphery of the square steel column; the stiffening plates are connected with the bottom plate through the soft steel energy dissipation devices, and when the soft steel energy dissipation devices are in an unfolded state, movable gaps are reserved between the stiffening plates and the square steel columns and the bottom plate. Prestressed holes are formed in the top plate and the bottom plate and around the square steel column, the prestressed holes in the top plate and the bottom plate are coaxial, a steel strand penetrates through every two coaxially arranged prestressed holes, one end of each steel strand is anchored on the top plate, and the other end of each steel strand is pre-buried in the concrete base; the soft steel energy dissipation devices are additionally arranged on the four sides of the column foot portion of the square steel column respectively, earthquake energy transmitted to the square steel column is dissipated through buckling deformation of the soft steel energy dissipation devices, and therefore the damping effect is achieved.
