The concrete shrinkage reducing agent is prepared from a monomer A, a monomer B and a monomer C through a free radical copolymerization reaction, the molar ratio of the monomer A to the monomer B to the monomer C is 1: (6-9): (0.15-0.24); the weight-average molecular weight of the copolymer is 20000 to 50000; the monomer A is an EO/PO random polyether macromonomer containing C = C double bonds; the monomer B is a methacrylic acid amidated macromonomer and/or an acrylic acid amidated macromonomer; the monomer C is methacrylic acid polyglycerol ester and/or acrylic acid polyglycerol ester; the shrinkage reducing agent has excellent shrinkage reducing and dispersing performance in a special plateau climate environment, and does not have side effects such as air entraining and delayed coagulation.
