The invention discloses a pile top elevation controller device and a construction method. The pile top elevation controller device comprises a telescopic sleeve, a handle and a funnel. The telescopic sleeve is vertically telescopic and is provided with a plurality of sleeve sections which are arranged in a sleeved mode. And the handle is connected to the upper part of the outermost sleeve section of the telescopic sleeve. The funnel is connected to the lower portion of the innermost sleeve section of the telescopic sleeve, and a plurality of circulation holes allowing slurry in the pile hole to flow through are formed in the side portion of the funnel, so that the funnel bears preset sinking resistance when making contact with the concrete pouring face in the pile hole, and the elevation of the concrete pouring face in the pile hole is obtained. By means of the pile top elevation controller device, the elevation of the concrete pouring face in a pile hole can be obtained, so that whether the underwater concrete over-pouring amount of the cast-in-situ bored pile meets the requirement or not is effectively judged, and then the follow-up cast-in-situ pile head construction quality is improved.
