The invention discloses a system for accurate leveling in fan foundation anchor bolt cage construction and a using method. The system is used for adjusting the positions of an anchor bolt cage and an upper anchor plate of the anchor bolt cage. Comprising an external fixing facility unit group and an anchor plate fixer unit group, a horizontal connecting rod unit group is arranged between the anchor plate fixer unit group and the corresponding external fixing facility unit group; a connecting piece unit group is arranged between the two anchor plate fixer unit groups in the same diameter direction; one end of a long connecting rod of the horizontal connecting rod unit group is connected with the external fixing facility unit group, and the other end of the long connecting rod of the horizontal connecting rod unit group is in lockable sliding pair connection with a fixing frame of the anchor plate fixer unit group; the two ends of the short connecting rod of the connecting piece unit group are respectively connected with the two corresponding fixing frames in a lockable sliding pair manner; and an accurate fine adjustment reverse thread bolt is arranged between the short connecting rod and the long connecting rod which are in lockable sliding pair connection with the same fixing frame. According to the method, the positions of the anchor bolt cage and the anchor plate on the anchor bolt cage are effectively controlled in the fan foundation pouring process.
