The invention discloses water-resistant magnesium oxysulfate cement and a preparation method thereof. The water-resistant magnesium oxysulfate cement is prepared from the following components in parts by mass: 34.8 to 52.2 parts of light calcined magnesia powder, 18.2 to 27.3 parts of magnesium sulfate heptahydrate, 20.0 to 29.9 parts of water, 4.7 to 7.1 parts of fly ash, 2.4 to 3.5 parts of mineral powder, 0.30 to 0.35 part of citric acid and 0.12 to 0.18 part of monocalcium phosphate. The formula of the magnesium oxysulfate cement in the prior art is improved, and the fly ash, the mineral powder, the citric acid and the monocalcium phosphate are added, so that the mechanical strength and the water resistance of the magnesium oxysulfate cement are effectively improved, and the softening coefficient of the prepared magnesium oxysulfate cement is 0.94-1.02.
