The invention provides a bottom die system of a high-pile wharf and a method for building the high-pile wharf, the bottom die system comprises a plurality of steel casings, each steel casing is arranged on the outer side of a corresponding pipe pile in a sleeving mode in the axial direction of the corresponding pipe pile, each steel casing comprises a plurality of supporting legs, and the supporting legs are arranged on the outer side of the corresponding pipe pile in a sleeving mode; a plurality of support legs extend radially outward from the circumferential surface of the steel casing. The bottom die system further comprises a bottom die frame, the bottom die frame comprises a frame bottom face, the frame bottom face can be arranged above the multiple steel casings and supported by the multiple supporting legs of the multiple steel casings, and a plurality of through holes are formed in the frame bottom face so that the multiple pipe piles can penetrate through the through holes. The frame comprises a frame bottom face and a plurality of frame side faces, a frame cavity is defined by the frame side faces and the frame bottom face together, and the frame cavity is constructed to be capable of containing at least one part of a pile table. The bottom die frame is constructed to be capable of being integrated with at least one part of the pile table and a plurality of tubular piles which penetrate through the through holes in the bottom of the frame and extend into the cavity of the frame.
