The construction method comprises the following steps: manufacturing components; the steel casing is machined and shaped, and butt-joint supports are assembled; manufacturing a steel casing; rigid rods are connected in series with stiffening supporting frames to be spliced; assembling the steel casing immersed light steel bracket; a steel casing perpendicularity auxiliary adjusting device is installed; hoisting an outer steel casing; mounting an operation platform; lowering an inner steel casing; the double steel casings assist in pile foundation rotary drilling and hole forming; and pouring the pile foundation. The method has the beneficial effects that on the basis of a conventional steel casing retaining wall auxiliary hole-forming construction process, the steel casing capable of being turned over is additionally arranged, the inner retaining wall, the outer retaining wall and an isolation area between the inner retaining wall and the outer retaining wall are utilized, the protection capacity of a convection sand stratum is greatly improved, and construction safety is guaranteed; the steel casing sinking light steel support can serve as a lowering construction platform of the steel casing, perpendicularity adjustment in the lowering process of the steel casing can be achieved through the arc supporting plate, and the steel casing sinking construction efficiency is greatly improved.
