The method comprises the steps that construction preparation is made; the feet-lock anchor pipe is constructed; driving a row of locking anchor pipes, firstly utilizing the skylight, constructing the locking anchor pipe on the right side of the disease section, then utilizing the skylight, and completing the rest of the locking anchor pipes; rail breaking construction is conducted, and the upward steel rail is sawed through a skylight; carrying out cable and drainage relocation and construction, and carrying out temporary buttress driving construction; carrying out sleeper displacement, railway ballast cleaning and steel sleeper beam erection construction; dismantling the base plate and restoring construction; then steel template beam dismantling and track resetting construction are carried out, and seamless welding and fine adjustment are carried out on the steel rails; and recovering the ditch bottom cable trough.
