The invention discloses a charging parking space management system and a charging parking space management method, and belongs to the technical field of traffic. The system comprises a charging pile device and a ground pile device, at least part of a charging parking area is located between the charging pile device and the ground pile device, the charging pile device comprises a controller and an infrared sensor which are in signal connection, and the ground pile device comprises a lifting mechanism in signal connection with the controller. The infrared sensor is used for generating a parking signal in response to the parking of a vehicle in the charging parking area and sending the parking signal to the controller. The lifting mechanism is used for ascending from the underground to the ground based on the parking signal sent by the controller so as to prevent the vehicle from driving away from the charging parking area. The lifting mechanism is further used for descending from the ground to the underground based on a leaving allowing signal sent by the controller so as to allow the vehicle to leave from the charging parking area. By adopting the technical scheme provided by the embodiment of the invention, the utilization rate of the charging pile can be improved.
