The invention discloses a plane rain-proof ventilation shutter which comprises an upper layer shutter body and a lower layer shutter body, the upper layer shutter body comprises a plurality of upper shutter plates arranged side by side, a first ventilation gap is formed between every two adjacent upper shutter plates, and each upper shutter plate is of a folded plate structure with the convex upper portion and the concave lower portion; the lower-layer shutter comprises a plurality of lower shutter plates which are arranged side by side, and the lower shutter plates are of folded plate structures which are convex downwards and concave upwards; the bottoms of the two ends of each upper blade plate are each provided with one end sealing plate, the top of each end sealing plate is connected with the bottom of the corresponding upper blade plate in an attached mode, one lower blade plate is arranged between every two adjacent end sealing plates, and one side of each lower blade plate is attached to one side of the bottom of the corresponding end sealing plate; wherein the first ventilation gap is located above the opening of the lower blade plate and is located within the range of the opening of the lower blade plate, and a second ventilation gap is formed between the upper-layer shutter and the lower-layer shutter. The upper-layer shutters are reversely buckled to tilt water, the lower-layer shutters receive water and drain water, and the gaps between the upper and lower shutters serve as ventilation channels, so that the purposes of ventilation and rain prevention are achieved.
