The prepared fly ash-basic magnesium sulfate cement synergistically modified by the epoxy resin/basic magnesium sulfate cement seed crystal has the compressive strength of 52.9 MPa after being cured for 28 days, and has the softening coefficient of 0.92 after being soaked in water for 28 days.
