The invention relates to the technical field of road engineering materials, in particular to a long-acting type pavement anti-skid layer which comprises, by weight, 85-99% of anti-skid aggregate, 1-15% of hard asphalt and 0.5-3% of surfactant, the particle size of the anti-skid aggregate is smaller than or equal to 16 mm, the mass ratio of the part below a 13.2 mm sieve and above a 9.5 mm sieve is 25-35%, and the mass ratio of the part below a 9.5 mm sieve and above a 2.36 mm sieve is 42-50%. The bonding strength between the hard asphalt and the aggregate on the anti-skid surface layer is high, and the hardness of the hard asphalt cementing material is high. The transverse force coefficient SFC can be increased by about 20%, the long-term abrasion resistance is excellent, the annual attenuation rate is not larger than 10%, and the road traffic safety problem caused by insufficient road surface skid resistance is solved.
