The protective cleaning device for the photovoltaic panel comprises a rainwater collecting assembly, a transmission assembly, a cleaning assembly and a covering assembly, wherein the rainwater collecting assembly can slide up and down in the vertical direction; the transmission assembly comprises a sliding piece, a transmission piece and a rotating piece. One end of the sliding piece is meshed with the rainwater collecting assembly. The transmission part is fixedly connected with the end, away from the rainwater collecting assembly, of the sliding part. The cleaning assembly is rotationally connected with the rotating part; the covering assembly is connected with the end, away from the water guide groove, of the cleaning assembly. Through cooperation of the rainwater collecting assembly and the transmission assembly, cleaning of the photovoltaic panel is achieved, the problem that the power generation efficiency is affected by much dust on the surface of the photovoltaic panel is solved, through cooperation of the cleaning assembly and the cover, covering and protection after the photovoltaic panel is cleaned are achieved, and the problem that broken stones, sundries and the like fall on the photovoltaic panel and damage the photovoltaic panel is solved; therefore, the power generation efficiency of the photovoltaic panel is affected, and the service life of the photovoltaic panel is shortened.
