The invention relates to a deceleration system and a deceleration method based on magnetorheological fluid in the technical field of road traffic. The deceleration system comprises at least one mounting groove, a plurality of bases embedded in the mounting groove, a driving deceleration mechanism, a driven deceleration mechanism, a deceleration strip, a detection mechanism and a control cabinet, wherein the driving deceleration mechanism and the driven deceleration mechanism are arranged in the bases, and the deceleration strip, the detection mechanism and the control cabinet are arranged above the bases. The detection mechanism is used for detecting the current speed of a vehicle at a preset distance from the deceleration strip and sending the speed information to the control cabinet; the active speed reducing mechanism is used for enabling the speed bump to reciprocate in the buffer space when a vehicle passes through the speed bump; the driven speed reducing mechanism is used for enabling the vehicle to be decelerated to pass through the speed bump through damping generated by the magnetorheological fluid when the vehicle overspeeds. Through cooperation of the driving speed reduction mechanism and the driven speed reduction mechanism, the first-stage speed reduction function and the second-stage speed reduction function are achieved for non-overspeed vehicles and overspeed vehicles correspondingly, the road passing safety and comfort are improved, meanwhile, the self-powered function is achieved, and greener and more environment-friendly effects are achieved.
