The invention relates to the field of building construction, and discloses a conical bucket construction device and method, and the conical bucket construction device comprises a supporting main body, a template system, a rotating system and a driving system; the supporting body comprises a vertical cylinder, and an adjusting mechanism is fixed to the top of the vertical cylinder and movably connected with the formwork system. The formwork system comprises a main keel, a ring keel, an adjustable plate unit and a lower ring beam formwork and is used for pouring main body concrete of the conical bucket structure. The rotating system comprises a rotating main vertical rod coaxial with the vertical cylinder, the rotating main vertical rod is connected with a height adjusting lead screw and a rotating main inclined rod, and the rotating main vertical rod drives the rotating main inclined rod to rotate so as to assist in pouring of the conical hopper. The driving system is used for driving the rotating main vertical rod to rotate around the axis of the vertical cylinder; due to the arrangement of the adjusting mechanism, the inclination angle of the formwork system can be adjusted more conveniently, and the construction precision requirement is met; and the concrete can be stirred by rotating the main inclined rod, so that the inner shell surface of the conical bucket structure is more regular, and the construction precision of the conical bucket is further improved.
