The construction method comprises the steps that a column top cap beam is arranged at the top end of a reinforcing supporting column; stable pressing plates are arranged on the periphery of the supporting base plate; the positions of the supporting leg supporting column and the second supporting leg are corrected through a lateral correcting bolt and a longitudinal correcting bolt; the first supporting leg moves to the position over the second supporting leg along the transverse sliding rail, and the reinforcing tie bar is fixed through an inclined positioning bolt and a stabilizing wedge plate; the first supporting leg and the second supporting leg are hoisted synchronously through three cranes, and the positions of the first supporting leg and the second supporting leg are corrected through height adjusting bolts and bottom plate supporting bodies; the position of the wheel shaft fixing body is adjusted through the vertical position adjusting bolt and the transverse position adjusting bolt; the rotating wheel sections are fixed through the inhaul cable connecting hoops, the first stabilizing cables and the second stabilizing cables, and the positions of the rotating wheel sections are controlled through the section adjusting bolts and the guide arc plates.
