The invention relates to a device and a method for integrally dismantling old parallel steel strand stay cables, a switching anchorage device is arranged in an internal space of a bracket, can be anchored with a steel strand at a tension end of a stay cable with a shorter exposed length through a stay cable connecting part of the switching anchorage device, and can be connected with a threaded pull rod through an inner anchor nest, so that a switching tool is provided, and the switching anchorage device can be used for replacing the steel strand at the tension end of the stay cable. A stable mounting point is provided for tensioning and lowering, the problem that a conventional tensioning device is difficult to apply due to the fact that the exposed length of a steel strand at the tensioning end is small is solved, the conversion tool is simple in structure and convenient to mount, and modular construction can be achieved; meanwhile, the stay cable and the stay cable anchoring nut are separated in cooperation with jacking operation of a center hole jack installed at the top of the supporting frame, the stay cable is integrally lowered through lowering operation of the center hole jack after separation, and therefore the problems that in the related technology, the exposed length of a steel strand at the tensioning end is small, and an anchor head at the anchoring end is not provided with an inner anchor nest; and the conventional construction method cannot be adopted to carry out overall or one-by-one releasing and tensioning dismantling on the old cables.
