The invention discloses a resourceful treatment process for waste incineration fly ash washing liquid, fly ash is pretreated and then washed to remove chlorine, washed fly ash slag can be used as a raw material for cement production, and washed washing liquid is subjected to resourceful utilization. The resource utilization comprises the following steps: adding an organic precipitant into the water washing liquid, reacting for a certain time at a certain temperature to remove heavy metals in the water washing liquid, concentrating the water washing liquid without the heavy metals through electrodialysis, evaporating and crystallizing the concentrated liquid to recover chlorine salts, and recycling fresh water for fly ash water washing, so that the water consumption for fly ash water washing is reduced. The industrial energy consumption can be reduced, and the cost is saved; and the water washing liquid is subjected to resource utilization, so that the economic benefit of the fly ash is improved, and the loss of water resources in fly ash treatment is reduced.
