The invention relates to low-heat slag cement, which is prepared from the following components in percentage by mass: 30.5 to 47.5 percent of clinker, 3.3 to 5.5 percent of limestone, 1.2 to 2.0 percent of gypsum and the balance of superfine mineral powder, totaling 100 percent. According to the present invention, the formula with the excellent quality index is obtained through the screening of the low-heat slag cement formula, the 7d compressive strength is not less than 19.0 MPa and the 28d compressive strength is not less than 40.0 MPa under the condition of meeting the GB/T 42531-2023 standard requirement, and the low hydration heat value is provided, such that the important significance is provided for the development of the low-heat slag cement.
