The method comprises the following steps that the interior of a containment (6) is sequentially divided into a concrete filling area, a process arrangement area and a hoisting area from bottom to top; the pile pit (1) is arranged in the center of the concrete filling area and extends upwards to the process arrangement area; arranging other parts in the reactor main equipment in the process arrangement area; a safe built-in water tank (4) of the reactor cavity water injection cooling system is arranged at the top of the hoisting area; wherein the volume of the safety built-in water tank (4) is set as follows: after cooling water in the safety built-in water tank (4) is led out, the concrete filling area and the main pipeline can be completely submerged.
