The floating cover device comprises a film body, a floater, a gas collecting pipe, a gravity pressure pipe and a walkway plate, the membrane body comprises a side slope membrane splicing body and a water surface membrane splicing body, the water surface membrane splicing body covers the water surface of the adjusting pool in a closed mode, the side slope membrane splicing body covers a side slope of the adjusting pool in a closed mode, one end of the side slope membrane splicing body is anchored outside the adjusting pool, and the other end of the side slope membrane splicing body is connected with the water surface membrane splicing body. The water surface film is laid on the water surface in the transverse direction of the film, and the side slope film is laid on the side slope of the adjusting tank in the longitudinal direction of the film. The water surface construction of the floating cover device comprises the following steps of laying and welding of a side slope cushion film, laying and installation of a first water surface film, laying of a second water surface film and the like.
