By designing a locking structure, during use, the casing pipe is driven to move downwards while being fixed between two sets of second locking rings, so that the casing pipe is gradually placed in a pipe well, and when the second locking rings reach the positions of the first locking rings, second electric push rods are started to clamp the casing pipe through the first locking rings, so that the casing pipe is clamped through the second locking rings; and then the second locking ring is moved upwards, and then the steps are repeated until the casing pipe is completely placed in the tube well, so that the situation that laying of a filtering layer in the later period is affected due to inclination of the casing pipe in the placing process is reduced, and the phenomenon that the casing pipe is blocked due to unevenness of the filtering layer is reduced.
